Service Vehicle Soon Light and HVAC and Power windows not working

My wife has a 2000 Grand AM SE. We have been having an issue with the HVAC blower and power windows randomly not working (at start up and while driving). Another odd thing is that the gauge lights don't turn on right away when the car is started. Sometimes they will come on other times they will take anywhere from 10 secs to 30 secs. It appears that the SVS light has something to do with all of this, I just can't figure out what.

Can someone please help?!

Judging by what you are describing I would guess and say that your BCM ( body control module) is on it's way out.
