4.6L fan issues

Hello,
I have a question about my 98 F-150. When i start the engine it seems as though my fan clutch is fully ingaged and the fan is spinning at the same RPM as the motor. The higher i rev the higher the fan speed gets and it NEVER shuts off. Could this just be a bad fan clutch or is there a more serious problem i am overlooking?

What problems were you encountering that made you notice your fan clutch rpm?

Replace the fan clutch. There should be no other concerns that caused it to lockup. Getting rid of the air noise will allow further diagnosis(if needed).
