94 Regal wiper problem

My 94 Regal wipers work OK on low speed, but when turned on high, they just kind of wiggle back and forth about 1"-2". I switched motors but I still have the same problem. When they are on low, it has a slight hesitation between cycles, like it's on the quickest intermittent setting. I took the motor apart and it looks like it uses some type of solenoid to switch from low to high speed.Since I have the same problem with 2 different motors, I'm guessing it may be the switch. Has anyone had this happen to them?
