fuel pressure

I've been struggling with a high, inconsistent idle and severe hesitation problem (so bad I can't even drive the car) for weeks now. I just hooked up a fuel pressure gauge and the pressure (while the car is running) is extremely erratic. It is fluctuating rapidly between 25-45psi. I think that indicates leaking injectors (hence the high idle and hesitation?), but would like to hear any suggestions before I blow a wad of dough on new ones. Thanks in advance.
