Wipers stop in upright position

I just picked op a 97 GP that the cam was loose on the motor. When I set it up like I think it should be the wipers won't go all the way to the edge of the glass and stall when in delay at the same point (up).

The park tab on the mounting bracket for the motor appears in good shape. Can someone show me the starting position of the cam and if it's supposed to be expanded or not?
