99 galant head

I am trying to remove the head of my 99 2.4 liter galant. It looks like it takes some strange socket. What is it and where do I get one of these?

I went to al the usual places(Auto zone, Napa, Advance Auto and the dealership) and NO luck. I finally called Snap-on and they said they have it on the truck and will be by in a little while to deliver it. Does anyone know what foot pounds of torque and what sequence to torque them back down?
