95 jetta wont start

i have a 95 jetta it wont start but when i put the key in the crank postion the headlighs are on and the headlights is in the off postion

headlights should be on unless the e-brake is pulled.

will it start in park?

I had the same problem with my 96 jetta. then i found out it was a nutral position switch. I went to my local vw guys and they gave me one they had in the back room that still worked. when i installed it problem solved. until i blew the trans 2 weeks later.
