95 Neon Highline won't start???

ok i was on the way home from work the other night and the car stalled i was very close to home and was able to coast into the driveway and get it parked. Now when you got to start the car you turn the key and you can hear the fuel pump kick on for like 2 seconds but the motor dosen't crank or attempt to kick over all you get is a whirrrrrrrr sound coming from what i think is the starter (i am not very mechanically inclined sorry should have stated that in the first place) and thats all you get is a whirring sound like the starter is trying to start the car but the engine isn't firing any help would rock thank you in advance.
okk i have done the key thing with the engine light and i only got the following codes...... 12 and 54 anyone have a clue what this might be????

54 is the camshaft position sensor.
Check your starter relay and fuse first.
Check your starter relay and fuse first.

how do you check the starter relay i have checked all the fuses in the fuse box inside the car on the driver's side and there good i know where the starter relay is but how do you test it to see if thats still good???? ok the fuse for the starter under the hood next to the relay for the starter is good i just checked it

Swap the starter relay with the horn relay and then honk the horn. If the horn works, then the relay is good.

ok i just switched out the horn relay with the starter relay and the horn still works

Well if you are sure you have gas in the tank, take a look at the wiring to the camshaft position sensor. Pull it off and give it a good cleaning.
Were there any noises from the engine before it cut off?

it made like a rumbling screeching sound kinda like it would sound if the belts had broken but they didn't cause that was the first thing i thought it was a belt(checked when i got home and both belts were fine) but when i get someone to turn the key while i'm looking at the engine the pulley's turn and you just get a whirrrrrrr sound coming from the starter no firing of the engine nothing just the pulley's turning and the starter making that noise (it has 3/4 of a tank of gas in it to just put it in there before i left work to head home)

What about the timing belt? Pull off the inspection cover and take a look. It might have snapped on you.

ok i just looked throiugh the hole in the top of the cover for the timing belt and its still there cause i'm assuming the inspection cover is on the bottom of the cover for the timing belt even though the diagram from autozones website show it on top it isn't in mine theres no ispection cover to remove on the top of the cover 1 seci 'm going to try and take a video of the car stating nd post it on youtube and then you can see what it is doing if that makes it a little easier

Are you sure the timing belt is still there? Stick your finger in there and feel for it.

i did i can feel it in the grooves and i took a laser pointer out to it and in between the grooves on the pulley it would have dissappered but it showed on the black belt

OK, well then your next step is to have a look at the camshaft position sensor then.
Anyway you scan the car and get the "P" code? That might help narrow down your search.

yeah i looked it up i gotta see if the neighbor has one or at least get this thing started and up to an autozone to get it scanned which looks like its not going to happen i guess i am just replacing the cam sensor and then taking it from there hopefully that is it i am to the point where i am ready to take a baseball bat to this thing (now i think i know why i got this car for $500 LOL)
