Mounting fog lights on 2000 Monte Carlo LS

Hi. I just purchased this car a couple of weeks ago and I'm wanting to add fog lights. It appears you have to take off the front bumper..but how do you mount them when there is not enough surface to attach the mounting bracket that came with the lights. Thank you to those who can help.
