2004 golf fans and egr vave??

hi, my mate ran threw a flood last week and didnt think anything of it so went 2 his work and when he came out the battery was flat so i had a look at it for him, when you stop the car and leave it the fans are coming on and staying on and draining the battery and ther seems to be a ticking noise coming from the egr valve as well the whole time! i phoned vw and the told me it would be the fans the get water damaged and do this all the time, so got the fans an fitted them an its still doind the sam thing! please help somebody
