The paint can should have some instruction on the appropriate primer, (if any) that is required before you paint. If there are none, see if the paint manufacturer has a website which has more info.

At the very least, I would sand down any rough spots and make sure there is no rust left on the area.
Then I would clean off any oil/grease from the bare metal using a spray can of brake cleaner and a lint-free rag.
Mask off any areas you do not want painted with masking tape and newspaper. Then apply any primer the can's instructions say is required.

DANGER! WARNING!!!

Many of the spatter-paints available are water-base. While they look great, if ANY water finds its way in and sits, the paint will disolve. Learned this the HARD way... If the can doesn't say on it, call the manufacturer and ASK!

So long as it does not 'lift' (dissolve) the spatter paint underneath.
Sometimes different paints are not compatible.

Again, contact the manufacturer of the paint for more info. If it is water based I am sure they can suggest a way of sealing it.
