no power to 12V outlets?

On a 2000 grand Voyager, both cigarette lighter 12V outlets have power to them, the one in instrument panel and the one behind the back seat. I did not find any blown fuses, but maybe I was looking at the wrong panel. Everything else works.
Any ideas?

I have a 2001 Voyager. 2001 is the next generation from 2000, so I don't know the exact configuration of the 2000.
On my 2001 Voyager, there are 3 outlets. 2 on the dash and one behind the back seat. One of the two plugs on the dash is always live, but the other is only on with the key on (hence the cover has a "key" symbol). The one behind the back seat only works with the key on. So the question is, have you tried the outlets with the key on?

The fuse in question is a 20 amp fuse #4 in the fuse/relay panel or PDC next to the battery. This fuse supplies power to the accessory relay also in the PDC. The relay supplies power to the outlets.
The outlets on my 96, also a 3rd generation van, aren't powered unless the key is turned to acc or on. I understand there is a different accessary relay you can get from the dealer that will power the outlets with the key off.
