keep blowing fuse 37 under the hood

I bought my daughter a 2000 grand prix. The night we bought it the fuse for the dash lights, turn signal, and taillights, blew.
It keeps popping the fuse. I have had the local shop look at it and they thought it was the multi function switch. I went to the bone yard and put in another switch along with the ignition switch harness. The problems remain. It seems the right blinker works the flashers do not flash but make the sound like they are. The left blinker ticks but doesn’t light up on the dash and does not flash the front light or back light. When you turn on the left turn signal the engine rpm lowers as if a load is being placed on it. I have looked at the wiring for the front lights and rear lights
I have also replaced one flasher relay, and the battery. I am going to replace the other one and put in a different head light switch. I AM RUNNING OUT OF IDEAS.

Fuse #37 at the engine compartment fuse box should be the PARK LP fuse? Sounds like a short or high resistance in the wiring going to the parking lamps. Also, maybe the respective lamp sockets. Have you tried removing all the lamps and see if the fuse blows.
