Trans Fluid Change

I have a quick question and i'm hoping some one can give me a quick response. I just drained the pan on my 95 tc and i was reading a repair manual and it said to remove the torque converter plug to drain the fluid from there too. So i removed it.
This, and when i removed it there was nothing in it. Is it supposed to be empty? or is there something wrong.... If its supposed to have something in it how do i fill it up?
