Help with blower motor?

I recently bought a 97 civic EX 2 door. The heat/ac did nothing when I test drove it and being kind of handy I thought I could work it out.
First I took out the blower motor and hard wired it to the battery and it worked. I tested voltage at the wiring harness that connects to the blower motor. On low it was like 9 , on 2 it was 6, on three it was 3 and on four it was 1.5volts.
I then looked at the blower motor resistor and it was kinda cracked although it did have between 1-2 ohms of resistance. That was before my dad grabed it and did more damage to it. So I replaced it and still nothing.
I have checked all the fuses, the 40 under the hood and the 7.5 under the dash.
Has anyone had any experience with this problem? Any suggestions would be appreciated.

So then starting from the beginning, you have verified all fuses are good. Ok, thats done. Then next you have verified that the blower motor relay is good. I'm thinking yes, because you have voltage all the way to the blower motor with the ignition key in the run position.

I believe you have a short to ground somewhere between the blower motor resistor and the blower motor. The reason I believe this is because you are able to measure different voltages in the blower motor circuit depending on which position you put the blower motor switch. The only way you will measure different voltages is if you have an actual flow of electricity. With the blower motor disconnected and no flow of electricity (blower motor not running) you should measure 12.5 volts (approx battery voltage) irregardless of blower motor switch position. If this is in fact your problem, then it would explain why your blower motor does not operate. Look for a short to the chassis between the blower motor and blower motor resistor.
