95 Mustang cooling issue?

I have a 1995 Mustang with a 3.8 lt.

The problem is about 5 minutes of driving the temp gauge goes just about to the "H" then slowly drops down to the normal range. I have checked the fluid levels, Checked to make sure the fan is running, iol level is normal. Any ideas what this could be?
