Torque settings on rocker arm

1997 Pontiac Trans Sport 3.4 engine, Anyone know the Torque settine for the rocker arms? Just replaced the rear head, and intake gaskets, When I put the rear full line back onto the fuel rail it was lose, Don't know if it had an "O" ring or what, I can tighten it all the way up and move the line back and forth 1/8". Can someone help me with this? I don't even know what too buy for it. I don't want to pay over 200.00 bucks for a fuel rail to see if it has an "O" ring. Thanks..
