2000 regal keyless entry problem

I have a 2000 Buick Regal GS. several years ago we lost the keys and remote entry and had to buy a new key and keyless entry remote. It has been about 2 yrs now and the battery in the keyless entry remote died. We replaced it but the car was not recognizing the remote. Now we have somehow activated the anti-theft system in the car and can't even start it. I can't find programming instructions for my keyless remote online and I don't have the instructions it came with anymore. I remember how to start the programming process: close all doors. hold down the unlock button on drivers door. insert and remove key from ignition twice, then insert it a third time and wait for the 3 chimes. After that I don't know what to do to program it.
If it helps my remote is GM: 10246215, Model/FCC ID: ABO0204T
Can anyone tell me/help me find the instructions to program it? It's our only car and we're kind screwed without it so any help is appreciated.

Welcome to AF.
For the 2000 year a scan tool is required but try the procedure in the link below.

Since it was working before you replaced the battery, try re-syncing the remote to the car. Hold down both the lock and unlock buttons at the same time for up to about 15 seconds. You will hear the locks on the car cycle. Let go of the buttons, then try the remote.
