REMOTE for alarm programming *need help*

yeah i broke my remote for my alarm so i got another factory remote for my 1993 ford explorer
I bought the 93-97 ford explorer factory remote
It looks identical to the one that broke.
I got these instructions with the remote but they do not work
I think I have a aftermarket ford alarm system because I have a bypass button by under the steering wheel. After holding the bypass button for 15 seconds the alarm will lock unlock the doors 3 times as the instructions say they will.
This is what I got but the last part does not work when I press a button on the new remote
programming process:
1. turn key to on, 2. Press alarm "button" hidden under the dash, 3. While holding button down after 15 seconds, the locks and horn should activate 3 times, 4. While still holding down "button" depress ARM on new remote/fob, 5. Locks should cycle on/off to acknowledge new remote/fob works, 6. Turn key to off
