Car won't start

I have a 2000 Cavalier Z-24. I had a rebuilt engine put in and the car has been sitting in the drive-way for awhile. I was starting it up quite often but now it won't start anymore. The engine cranks but it seems like it is not getting any fuel. I can hear the fuel pump turn on. Also at the same time my driver side power window has started to act up. When i go to put it up its almost like the battery has died and the window won't go up all the way. If i wait a bit it seems like it builds up enough juice to go up. These two problems started at the same time. Please help.

Does the ngine turn over slower than it did before?

yeah it sounds like its turning over fine, but i think its not getting any fuel. I can hear the fuel pump turn on. Is there a way to prime it?

Can you actually smell fuel in the engine compartment after attempting to start? If so Id bet its a defective coil pack.
If you smell fuel, check all your fuel lines, and injectors.

Yeah i do smell fuel. How do i check my fuel injectors?

If you smell fuel chances are its because its being injected but its not being ignited. I think your next step is to check for spark.
