No headlights

1991 dodge dakota headlights and horn stopped working after a pop was heard and smoke came from the cover behind the steering wheel ,all fuses are good and the turn signals and flash to pass on the dimmer works any suggestions?

have you got a tilt steering wheel. It seems that wires can get pinched at the joint in there.
