Jetta and the Bluetec Engine

I have a sister in the U.S. who was looking for a new Jetta. (Her current Jetta is 15-years-old.) Her Volkswagon dealer recommended to her that she wait one year before purchasing a new Volkswagon because in one year the dealer would be selling Volkswagons with the new Bluetec engine.
I live in Canada. When I asked my local Volkswagon dealer how long I would have to wait n order to purchase a Volkswagon with a Bluetec engine he told me that I could purchase one now. Why am I able to purchase a Bluetec Volkswagon in Canada but my sister has to wait one year?
I next asked my dealer if my sister could purchase a Volkswagon in Canada and take it into the U.S. He said that Volkswagon has just instituted a rule which forbids Canadian dealers from selling cars to residents of the U.S. Is this a new trend? Why would Volkswagon institute such a rule?
