Take a look at the tutorial section on the front page of car modeling. They have an old thread there that shows you how by cutting and gluing/puttying back together.

If you want to lower a Tamiya kit, I definitely recommend the Porsche GT3 kit. The modified suspension parts to lower it are included.
Lowering other kits can be much more difficult. Lowering a build (and doing it well) is often complicated and advanced surgery. Techniques can be very different on different kits, so there is no single trick.
Generally speaking, if you're asking in a post "how do I lower?", you're probably not ready to try it. If you are posting "I'm building the Tamiya (whatever kit) and I want to lower it (given amount). This is how I think it will work (pics and explanation), has anyone else tried this?", then maybe you are ready.

The round headlight one, right? If so, there's nothing you can break because no bending is necessary.
Dry-fit parts and determine how much you want to lower (1-1.5mm? something like that). Then, remove the bottom part of the guiding rim on the back side of the brake disc parts, so you can position them a little higher. When you glue the discs to the chassis, make sure you put enough amount of styrene glue on both sides of the joining surfaces, wait for 30sec to 1min until the plastic melts, then weld brake parts to the chassis one at at time. Make sure a little bit of molten plastic oozes out (you can file and sand it later, if it looks too ugly). Wait for at least 24 hours, or until the glue dries completely.
