Intermittent Wipers don't work until pushing key into the ignition switch.

I have a problem with my intermittent wipers, key-in ignition buzzer not work. When I turn my key to the II position on the ignition switch the intermittent wipers don't work. Also, when I just put the key in the ignition switch the key-in buzzer doesn't work. I have replaced the ignition lock cylinder with a new one, since my old one wore out. To get the intermittent wipers to work and the key-in buzzer to work I need to push the key into the ignition switch futher or just push all the way up on the key in the ignition then int wipers and buzzer will work.
I did do a continuity test on the wiper switch and everything worked.
Any ideas on what might be the problem with this?

You said that you replaced the ignition lock cylinder... did you replace the ignition switch itself ( I mean the electrical portion)? And if you did then I would be looking for another multiplex unit.
