a/c & rear wipers controls blinking

I just bought a 98 grand caravan 3.3 and the a/c is not working and the a/c and rear wiper controls have the lights blinking , i do not what is the problem, does anybody have a clue?

The climate control system is failing the cool down test. It won't pass the test until the A/C is working. Once you fix the A/C reaccomplish the test and the lights should clear.
