wheel stud

wanted to rotate front tires (13in) I am stuck with one lug nut that will not come off, the entire stud is rotating preventing the wheel nut to break loose
any idea how to get this off?

There is a tool made for removing locked up lug nuts; I'm not sure what the official name for the tool is but I've heard it refered to as "nut cracker", this will split the lug nut, loosening its grip on the stud which should allow you enough slack to remove it. At that point you will need to replace both the stud and the lug nut.

I went to autozone picked up the "nut cracker" but it was only useful to a degree of which I was unable to use the tool fully due to the shape of the wheel rim that got in the way, so I was not able to get a complete bite, it broke of a portion of the nut, the rest I had to use a drill hammer and chisel,
also some locking vice grips. Now it is fixed and the tires are rotated!
