Horn blowing fuses

I got an 01 Taurus with a few problems. The biggest being that I can use my cruise control, but the second I hit the horn it will blow the fuse. Any ideas? Also the interm. wipers hesitate and jump around. With that being said I was wondering if it is something in my column. Any help in the right direction would be great.

When you hit the horn button, does the fuse blow right away, or do you get a momentary blast from the horn? Try removing the horn relay and see if the fuse still blows. If yes, the problem is between the horn button and the relay, if not, the problem is between the relay and the horns. You could substitute a test light for the fuse if you don't want to keep destroying fuses.

As for the wipers acting goofy, it's not uncommon for the contacts in the wiper/turn signal stalk to get dirty and cause symptoms similar to what you describe. You usually can carefully pop the cap off the end of the stalk, remove the internals, clean them up, apply some fresh switch lubricant (dielectric grease would probably work) and reassemble to fix that issue.
