95 Escort LX Air Bag code 32

Airbag light just started flashing a code 32 at me on my 95 Escort 1.9 LX.
Found on the web:
32 Driver's Airbag (SRS) Module Circuit High Resistance Or Open Circuit.

Sounds like the most likely cause is broken clock spring.

My questions is this being a safety item normally covered under warranty, and if not what should it cost to have one replaced? Is it difficult to do yourself?
