I brought a used 92 Ford Escort that doesn't have a manual. I need to find the cigarette lighter fuse but don't know where its at.

The car has two fuse boxes. The one under the hood is for heavy duty stuff. The fuse for the cigarette lighter is in the fuse box that is below the dashboard on the left kick panel; close to the left shoe of the driver. To be able to see the fuses you should kneel on the ground and lean in between the front door and below the steering wheel. It should be a 20 amp fuse; yellow in color.
The cigarette lighter in your Escort will only come on when the ignition is on. I kind of wish it wasnt this way, but I havent bothered to change it (yet) to be on all the time.
A couple of things to be aware of with Escorts: The timing belt should be changed each 100,000 miles. If it breaks, some of the valves are likely to be damaged by the pistons hitting them ... before the engine stops running. Your ignition switch and door locks will work better if you put a drop of oil onto the ignition key, and put it into the locks one by one. This is to lube the lock mechanisms.
If yours has the automatic transmission, I advise driving it with the lever in "D", when you are driving in town. I only put it into the "Over Drive" postion when I get onto a highway where I will be going over 50. This cuts down on the tranny shifting so often from 4th to 3rd to 4th to 3rd, etc. Be sure to check the automatic tranny fluid often enough to know that it is okay - same for the motor oil. I think the Escort tranny is fairly sensitive to being low on fluid.
Our 92 has the automatic tranny, which I had to rebuild at 192,000 miles (because my sister-in-law didnt bother to check the fluid level!!!), along with giving the engine new piston rings. We have driven it about 18,000 miles since then, and get 29 mpg in town driving, and 37.8 mpg driving at 55-65 on the open road.
I also had to replace the ground cable to the battery (the negative side), since it was corroded and causing goofy things to happen.
There are a total of 3 light bulbs in the dome light. Two of them are little map lights, turned on by switches on the side. If left on in daylight, you wont notice them - and may have a dead battery the next morning.
Last of all - the shifter works better if little kids dont spill their soft drinks onto it over and over.
Good Luck...
