what is this noise?

Hi all again, I have another question to ask. This car a 97 2.0 Escort, it makes a strange noises this one is when I press the break I hear a noise like a switch moving or a very slow relay actuating. It comes from behind the ash tray area or behind the temp controls.
It makes this noise regardless weather the engine is running or its off and the key is out.
Any ideas if this is normal ?

are you sure its not a vacuum noise??

My wild guess would be that there is a relay for the brake lights.

Vacuum... possible do you think it may affect something in the climate control area? the breaks work good maybe a vacuum actuated switch? the sound is kinda like if you drag a pen 5" across your desk.
