Problem with the side marker lights

Hey all,
I have a problem with the side marker lights of my 1997 Ford Escort LX. When I'm using the turn signal, only the front turn signal blinks on, but the side marker lights don't blink at all. They only work as parking light. :confused:
Problem is, I live in Germany and I don't know who invented that rule, but it is not legal to "drive around" with amber parking lights in the front, like most american cars have, so you have to use white parking lights instead. ( I don't know if you have already heard something about the german "TÜV" http://en.wikipedia.org/wiki/T%C3%9CV) Well, as I bought this car a few cables were cut and replaced by new ones, which lead down to some extern parking lights. (on my avatar)
Okay, now my problem. Of course nobody (especially american car drivers) cares about this ridiculous rule:rolleyes::iceslolan
Well, I decided to reconnect all the cables the TÜV has cut. Now I have the amber parking light back - in the front turn signal lights and in the side marker lights. I though it is all original again now, but the turn signal only works in the front turn signal lights. That's the problem I tried to describe above.
I'm asking myself why the side markers don't work as a turn signal?! I have been in Texas this summer and I could see all the Escorts like mine - and they all had the turning light in the side marker, too!:confused:
Okay, now the final questions::p
My Escort was built in April 1997 (maybe an early model?!), do I have the turn signal in my side marker lights, too?
Maybe something is broken or a cable is cut because of the TÜV (I didn't find anymore broken cables?!), so how can I repair it, how can I check out what could be wrong?
