If it stops when you release the brake pedal, if sounds as if your one or more of your brake rotors are warped. If they have enough meat left on them they can be resurfaced, but they will then be thinner and get warped again even easier. I would suggest replacing them with new ones.

Rear brake rims? I have never heard of those. Could they have said rotors? It sounds like rotor runout. This happens when one or more of your rotors warps. It causes the surface that the brake shoe uses to become uneven and therefore causes everything to shake.
You can either resurface or replace your rotors.

Never resurface warped rotors, They usually warp because they are to thin and have been over heated. New rotors and pads will cost you about $100.00 not including installation.
