00 Neon - loud speed-dependent humming noise from engine compartment

My wife's neon started humming a couple months ago.
The noise only appears above 30 mph and increases in pitch/volume the faster the car is driven.
The noise is completely unrelated to engine or braking power.
The humming decreases on left-hand turns.
It seems to be coming from the left front of the car.
I've seen about five complaints on various websites of this exact same issue under the exact same conditions. I don't believe it's tire-related based on the number of reports of this issue and the known condition of this car's tires. The car is not low on power steering fluid. The LF wheel bearing could be bad, but I've never heard a wheel bearing whine this loudly. It's not brake-related or engine-related.
Any thoughts or similar experiences? Thanks in advance.
