The first 2 digits of the Ford parts number gives you the year that part started use with Ford.
So, 'E3" means the carb is from a 1983 or later carbureted Mustang. Based on that info, you should be able to get a rebuild kit.

To add to what MR said, the "ZE" indicates Mustang-specific. "AE" means pretty much universal applications and "TE" means "truck" or "light truck". There are other designations, but these three are the most common. The "E3" means '83, alright. They (Ford) began this method of part numbering after WWII. A = '40s, B = '50s, etc. The second digit is the last number of the year.

Which is it? A Holley or a Motorcraft?

That's an odd one, at least from what I've seen. My understanding is that '83 was the year of the "return" of Mustang GT, but '84 was the first year the 4-bbl. was offered since '73. A pic of this carb would help a lot!
