Power Window Relay Help

I have a 1997 Nissan 200SX SE and I am trying to bypass the power window relay so that I can operate the windows/sunroof while the ignition is off.
First off, does anyone think that this would be a bad idea as far as killing the battery over time or anything like that?
And second, I have found the power window relay located above the fusebox among the IGN,ACC,and BLOWER relays. The only problem I am having is being able to reach under to connect the wires. I have removed the cover and metal plate beneath the steering wheel but I still cannot seem to manage to get close. Does anyone know an easy way to get behind there or remove the fusebox without removing the entire dashboard? Thanks
