i got a '98 civic and i'm looking for some white 5 star rims. Sounds easy. i bought the car from a guy who had already had the car lowered. I don't know exactly how much. Can i still fit 17" rims on it?

you can still go with 17's as long as they have the correct offset (40mm) and the correct tire size 205/40-17 and also make sure it's a 17x7 size

They don't come with tires so can i find the correct size tire at any tire shop or should i hold out until i find some with tires?
What's the offset?

it doesn't matter how much the car is lowered?

I am assuming that your car is lowered correctly (not just cut springs)and you do not have rubbing issues at this time
