ABS Light - 2002

My ABS light came and stayed on. When I turned off the engine and got out of the suburban it sounds like there is a motor running. I had to remove the 60 amp ABS fuse to stop the noise. Had a garage check out the codes for the ABS light and tere were none. Any idea what the problem could be.
