GMC Fuel Pressure drops

1998 GMC K2500 7.4L gas hog. Prolonged cranking during start. replaced fuel pump a year ago. Pressure test shows 55 PSI, (manual says 56 - 62), pressure declines to 40 PSI when pump is turned off. Is this the pressure regulator or normal?
