Oil is a finite resource, dropping the price to such a level would only promote consumption.

correct me if I'm wrong, but basically what he wants is the government to subsidize fuel (directly or indirectly)?
A) you're still paying the full price in that situation, indirect taxing
B) it is anti-free market. There is nothing good along those lines
C) ignores the real issue, as kiwi pointed out, supply and demand will force everybody to consume energy differently, and very likely greatly reduce it while they are at it. But it requires heavy investment in alternatives for that to happen. This is an attempt to stick your head in the ground and it will only do more harm than good
