Interior fan quits or won't start, but comes back

The interior cabin fan on my '07 AVEO hatchback with 13500 miles started dying on me. Sometimes it won't start, other times it will come on after driving for several miles, sometimes is stops running after awhile.
It usually won't start if I left it on when I shut the car down. I seem to have to run the car awhile before I turn it on, then I can turn on the A/C and switch to "interior circulation" If I leave those settings on prior to strating the car, chances are the blower won't work.
I see there is a recall on the fuse block, any chance a defective fuse block is causing the problem.
Anyone else have this problem?
