ok so ive been having problems with ever few times i drive my car if i try to accelerate to fast the rpms stay where there at and it just maintains speed. (makes a sound like its sputering a bit) after many parts and a headach i decided to short out the obd1 port to see what the deal was and i seem to be getting a code not listed. it does the normal 12, 12 but then it goes to 3 fast flashes ( so 03? not listed) it repeats the 3 fast flashes a total of six times before restarting the cycle with 12,12. im completely lost and unfortanitly the military dosent pay enough for me to keep throwing random parts at it or take it in. so if possible i would like to know if im reading the OBD1 wrong. and id also like some more opinions as to what my issues may be. (ive changed fuel filer, throtle possision senser, IAC valve, fuel regulator and cleaned the throttlebody/ intake manifold.)
i would greatly appreciate and help that can be given.

How old are your spark plug cables? Also see if you can unplug the connector from the EGR valve and see if there are any changes.

I'd certainly sort out the code prob & can only add, that have a dodge minivan that ran completely normal, but acted up at random with sudden partial power scenarios (usually at cruise) that over time ..led to complete loss of power scenarios ..:screwy: .
Went like that for a loooong time.
Couldn't believe a bad 02 sensor could do that.
Some places do free scans ..in the States.
BTW, your info shows a 87 TS.

to me, 3 six times makes 33 three times..as codes are repeated three times........which would make for a 3.1 Map sensor signal voltage high.-low vacuum - ..... since code 33 does not exist for the 3.8.
Would you please indicate model year and engine type for sure.
But the spark plug wire suggestion by Canaris stays a serious hint. Dig into that first...as this is normal ---and definitely mandatory - maintenance anyway.
