I have a 96 Geo Metro, at times when cold in the mornings it will not start, it has spark and the fuel pressure is at 25 pounds when running, it will start if I put fuel in the intake, the resistance of the fuel injector is 1.4 Ohms, could this fuel injector be bad?

It could possibly be bad. Do you have a check engine light on? Try checking your spark plugs first. Be sure the gap is set correctly.

No check engine light, no trouble codes. I have replaced plugs, cap rotor and plug wires.

Are there any issues once you get it running?

No, it runs great when it starts.

Fuel injector seal(s)?
Years ago I had a car (not a metro) that was hard to start when the engine was cold. I would crank and crank to get it started. Once started it would run great and start right up whenever left off for a little while.

Turned out it was leaking fuel injector seals. Once running there would be enough fuel pressure to indicate no leaks, the seals would expand. As the engine cooled the seals would contract thus causing pressure leakage leading to hard starting.
I'm not sure if there is a seal repair kit for the Metro.
