Window Jamming, Electrical Issues

Hey all, just wondering what to do about a "sticky" felt seal around the door frame? The cost of this whole ordeal has already been my driver's side window...which shattered when I was reglueing it into the regulator track as it kept pulling out.
Also some minor electrical issues. For one, the climate control does funny things all the time, be it blow hot when cold is desired or shut down the fan regardless of the temperature setting setting. The dome lights act wierd too...while the four under the dash work fine, the others in the doors and the "C" pillar only seem to come on when either one of the lighters is heating up or the seat belt is being pulled.:runaround:
