Money being drained with no fixes

Hello all, new to the forums.
2004 Saturn VUE - v6
In the last month i've taken my vehicle to two different places for servicing of the air conditioning system and also performed some troubleshooting of my own.
Initially i attempted to get the refill can from the auto parts store to fill up the freon. Howeve,i stopped this attempt because the guage on the refile can was claiming the system was over charged. I was attaching the bottle to the low side.
So i proceed to the first service station for a check. They claimed that freon was low and suggested a evacuation, flush, and refil with dye injection. After this procedure was complete they claimed i had a leak in the system. I found this hard to believe because my observations showed that the system was overcharged. My thoughts were how could i have a leak with too much freon being held in the system.
This time i took the vehicle to the dealership for a second opinion. They performed the same service, evacuation, flush, dye, etc. They didn't find a leak but claimed my condensor fars are operating at half speed.
Now for a description of the problem and my question:
While idle the air condition gets warmer.
Upon acceleration the system cools effectively and gets nice and cold.
Questions:
How can they tell the condensor fans is operating at half speed? The fans are spining so fast while looking at them that i see no blades.
Could the fix be as simple as a faulty relay? ( Automotive store recommend this )
Who do i trust? I just want the problems fixed. Apparently no one in this industry can really be trusted, or are knowledgable enough to fix any problems the first go around.
Any ideas?
