ARC FUSE on 91 FIREBIRD

Can anyone please tell me what this fuse is for....Ive check all the wiring diagrams and i cant figure it out.

I believe after testing my car for short circuits with a test light that the ARC area is the culprit and also the ACC Fuse.

Does the ACC and ARC fuse constantly use battery power when the car is off?
