Malibu 2003 heating problem

Hello,
When I turn heating control to red there is no heat. However, sometimes if I let it on red or if I play a I play a little bit with the heat controler, it gives a hot air.
After that, I have a problem to go back to cold air. Usualy, I do the same think but inverse, I put the controler on blue side and it works but take few days to get it.
The cooling fluid level is OK, engine is worm and the temperature is stable. The two hoses that are going inside the car are hot.
What could be a problem ?
