1999 cherokee fuel problem

had fuel filter replaced, drove it home now will not start? how can I check fuel pump???

When you turn the key to ON you should hear it run for a second or 2. I've heard that if a fuel filter is installed backwards it won't work right. It should have an arrow to indicate flow, or say in on one end or out on the other.
