I was trying to scan my dad's 2002 astro van with my scan tool. But for some reason it will not link. The service engine light is on but the scan tool will not link at all. But it works perfectly fine with my car. Help would be appreciated.

If your car is the 95 Park Ave, then I think it would be OBD1. Your dads 02 Astro would be OBD2. I have a friend that had a 95 s-10 that was OBD1 with the OBD2 port, so thats probably the case.

You're correct. I have OBD I. The scan tool I bought reads OBD I and OBD II codes. The reason I bought it was because I have the transition year(OBD 1.5), and the only way I could get it scanned was to go to the stealership and get it scanned for $110. The scan tool worked fine on my mom's car which is OBD II. So Im thinking there is a PCM problem since there is no communication between the PCM and the scan tool.

Verify power at the DLC socket.

It could be a bad ground connection because I had to manual start the scan tool In my dad's astro van but with my car and my mom's the scan tool powered up itself once it was connected to the DLC socket.
