My car is a '91 with a 2.5 and A/C:
The radiator fan will not come on when the cooling water gets too hot. The motor functions and the temp is registering on the instrument cluster. Is the coolant temp sensor hooked to the fan or is there a switch in the ECM (or somewhere else)? Do those fusible links aver go bad?

Yes those links will go bad. Test you Fan relay circuit. This can be done by grounding the cooling fan relay. If the fan turns on you have a signal error and the circuit all the way to the fan is good except for the signal from the computer.
if that fan does not turn on . Give it direct power. If it turns on . Use a jumper wire from the relay to the Fan and Do the first test . If it turns on you found the bad wire. Etc.
There are also Universal senders that you can place in your radiator with a new sensor and relay wiring if you wanted to bypass the computer. I used one of these kits on my old car.

Yeah sounds like your fan relay might be bad.
The relay should be on the firewalls center, thiers three grouped together, the one furthest to the passanger side, a 1" square-ish realy.

If I recall correctly, the relays are made by Omron.
