I have been trying to troubleshoot the AC for past week. The system has been vaccumed, charged and checked for leaks. The clutch will not engage i can jump it at the relay and it will come on. I have checked the relays and fuses they all look ok. It won't pass the cool down test and the ac and rec light are flashing constantly( which is probably because the compressor is not kicking in to cool down). Any ideas!!!!!!!!!!!

You will have to track the electrical problem down. Take it step by step. Check for continunity and voltage at each switch.
The process for the magnetic clutch to engage is:
Ignition switch - on
Blower switch - on
A/C switch -on
Low Pressure switch - on
Thermistor supplies signal of evaporator to A/C amplifier
VSV - on
A/C Compressor Clutch - On

I bumped a post I put up for people who were having problems with rad fans and a/c ctuch engagement. Title is radiator fan and a/c pressure tranducer. The transducer is tapped into the high pressure line of your a/c system; that is the line from the compressor to the condenser. The pcm controls compressor engagement. Hopefully this will help. Just an educated guess but more than likely the transducer is probably bad based on what you have posted.
